2017년부터 변경되는 MPNP 내용 Updated

1. 임플로이먼트 스탠다드 받지 않고도 비자 연장 가능
Changes to Employer Registration under WRAPA for Provincial Nominees

Effective April 1, 2017, employers seeking to hire or retain foreign workers who are Manitoba Provincial Nominees (PNs) do not have to make an Employer Registration application under the Worker Recruitment and Protection Act. Please see Immigrate Manitoba – Information for Employers for further information on the enhanced processes to ethically hire and retain foreign workers through the Manitoba Provincial Nominee Program.

Note: Compliance with the Immigration, Refugee and Citizenship Canada (IRCC) Employer Portal is still required by employers who are offering employment to Provincial Nominees before PNs apply for their work permits.

저기 제목에 있는 WRAPA가 Worker Recruitment and Protection Act, 즉 근로자 모집 및 보호법인데, 그 중 하나가
MPNP 진행할 때 고용주가 작성해 주어야 하는 "Employment Standards" 이다.
내용은 우리는 외국인을 정당하게 고용해서 대우한다 이런 건데, 이 법을 잘 지키지 않으면 벌금을 낸다 이런 경고 문구 때문에 간혹 이 임플로이먼트 스탠다드를 안 해주는 고용주들이 있다고 한다. ㅠ.ㅠ
이 전까진 이 임플로이먼트 스탠다드가 없으면 비자 연장시에 꼭 필요한 서포팅 레터를 못 받았는데, 4월 1일부터는 요 임플로이먼트 스탠다드를 받을 필요가 없어졌다고 한다.

단, 이전과 마찬가지로 Employer Portal (임플로이어 포털)은 반드시 해야 한다.
그래도 저 워닝 문구 때문에 맘 졸이시는 분들 많이 없어지실 듯!

2. 비자 만료 전, 잡 오퍼와 임플로이어 포털을 미리 준비하면 서포팅 레터를 미리 받을 수 있다

If you are a provincial nominee, the MPNP may issue you a Work Permit Support Letter (WPSL) that will allow you to apply to IRCC for a work permit. If you are already working in Manitoba with a temporary work permit and need to renew your work permit, request a WPSL at least two months before your current work permit expires. If you have obtained a new job offer from a Manitoba employer, you may also request a WPSL to apply for a work permit.

Please make a written request for a WPSL by email to Immigratemanitoba@gov.mb.ca or in-person at the 7th floor, 213 Notre Dame Avenue in Winnipeg. With your written request, include a copy of your job offer letter from your Manitoba employer. The letter must be on company letterhead and include your job title, job duties, salary / wage information, start date and contact information for the signatory of the letter. (후략)

Note: Your employer must register on the Immigration, Refugee and Citizenship Canada (IRCC) Employer Portal and pay the compliance fee before you are issued your work permit support letter. They should do this at the same time you apply to the MPNP if your work permit is valid for six months or less.

(글에 오해 소지가 있어 조금 수정했어요) 노미니 된 사람들 중, 임플로이어 포털을 결제하고 잡오퍼를 받았다면 비자 만료 2개월 전부터 워크 퍼밋을 연장할 수 있는 서포팅 레터를 준다고 한다. (Work Permit Support Letter, WPSL)

사실 'If you are a provincial nominee' 가 무슨 뜻일지는 확실히 열어봐야 알겠지만 어쨌든 서포팅레터를 받는 방법이 간소화 된 것은 사실인 듯 하다. 이건 4월부터 시행되는 건 아니고 3월 22일에 공지가 올라와서 같이 첨부했다.

노미니 받기 전이라도 모두에게 서포팅 레터를 준다는 건 아닌 것 같지만, 큰 흐름이 바뀐 것 같다. 원문에 나와있듯 메일을 보내거나 MPNP 오피스에 가서 문의하면 정확하게 알게 될 것 같다.

아마.. 문의가 아주 쇄도해서 만든 거겠지? 역시 민원은 제기하고 투표는 해야 한다 (?)

MPNP가 개정되면서 워홀 출신 이민 희망자들에게 더 안 좋아지는 건 아닐까 걱정했었는데 훨씬 합리적으로 변경된 것 같아서 정말정말 다행이다.


3. MPNP 신청자에게 $500 부과 (5월 15일부터)

The MPNP will begin charging a non-refundable $500 fee for skilled workers effective 9:00 a.m. CST May 15, 2017.
The MPNP Online application system will not be available May 14th, 2017 in order to complete technical changes.
The next draw from Expression of Interest for skilled worker applications will take place after May, 15th 2017.

이전에 공지했듯 5월 15일 이후 drew 에 뽑힌 신청자들에겐 500불씩 부과하겠다고 발표했다.
